There is at least one precedent: the use (attributed to Sam Goldwyn) of “Bulgarians” to refer to Gay men.

My civ pro exam last semester involved a Title VII claim of national-origin discrimination by a Canadian (someone actually from Canada). One student in a post-exam meeting said he struggled to answer the question because how could anyone prove she would be discriminated against for being Canadian. The answer to that is more complex than I thought.
