The Library of Congress and the Copyright Office

Following the Court’s order in Trump v. Wilcox, I think that there’s a reasonable chance that the courts will conclude that the President could not dismiss the head of the Copyright Office. (She filed suit yesterday challenging her dismissal). The Library of Congress, as I’ve pointed out in several previous posts, has a history and structure that is an unusual amalgam of legislative and executive functions. Is there a sufficient analogy between that and the Federal Reserve? Could be. That said, I’m not sure that any other federal entity would qualify for an exemption from Myers/Seila Law.
