One idea that I’m considering in connection with my research on the Bayh Subcommittee is a proposal to create a new congressional committee or subcommittee focused on constitutional amendments that would be equally divided between the parties as the Ethics Committees are. The thought here is that this might promote more genuine discussion and reflects the obvious fact that Article V amendments cannot pass (at least these days) without support from both parties.
